# Renting without a BSN in the Netherlands

Understand the application, municipal registration and RNI routes when you are searching for a Dutch rental home before receiving a BSN.

## Short version

You may be able to search or apply for a rental home before receiving a BSN, yet three questions stay separate:

1. Will the landlord accept your application under the stated criteria?
2. Which registration process fits the length of your stay?
3. Which documents can you provide now, and which will follow after registration?

The BSN is issued through registration, not through the rental advert. A landlord’s preference for an applicant with a BSN is an application criterion. It does not change the municipal process that applies to your stay.

## Choose the registration process by stay length

### More than four months

If you will live in the Netherlands for more than four months, you generally register as a resident in the BRP with the municipality where you live. Rijksoverheid says registration is normally within five days of arrival, subject to the circumstances and local procedure. The municipality records the address and a BSN follows the registration process.

Ask the municipality:

- which appointment you need;
- which identity, housing and arrival documents to bring;
- whether the address can be registered;
- how to handle a move between addresses;
- when the BSN becomes available.

Do not use a short-stay process to avoid a resident registration obligation. The duration of your actual stay matters.

### Less than four months

If you will stay for less than four months, you may register as a non-resident in the RNI. NetherlandsWorldwide lists 19 municipalities with RNI desks. You need a valid passport or identity document and an appointment or process accepted by the selected municipality. Registration can result in a BSN.

RNI registration does not turn a temporary address into a resident BRP address. It also does not guarantee the right to rent a particular home. Check whether your selected desk serves your situation and whether an appointment is available.

## Keep rental screening separate from registration

A landlord can ask about intended occupancy, income, timing and registration needs under a relevant selection process. A municipality decides whether your stay and address meet the registration rules. One process does not replace the other.

For a rental application, explain:

- when you arrive and how long you expect to stay;
- whether you have a BSN, an appointment or a pending registration;
- what income and identity evidence you can provide;
- whether the home is advertised as registration-possible;
- which question still needs a municipal answer.

## A practical four-step process

### Step 1: confirm the stay

Write the expected arrival date, planned end date and whether the stay will exceed four months. If the plan changes, revisit the registration process.

### Step 2: check the address

Ask the landlord or agent whether registration is possible, and ask the municipality what it can confirm. Keep the answer in writing. “Registration possible” in an advert is a claim to verify, not proof that the municipality has accepted your case.

### Step 3: book the correct appointment

Use the municipality’s own process for BRP registration or a listed RNI desk for a short stay. Check identity-document requirements, appointment timing and whether translations or additional documents are needed.

### Step 4: update the application file

Add the appointment confirmation or registration result to your private records. Tell the landlord only the status that the selection process needs. The rental process places this task alongside the viewing, contract and handover checks.

## What changes after the BSN?

The BSN can be used in interactions with Dutch government services and may be needed for digital services such as DigiD after the relevant registration steps. It does not prove income, ownership of a home or entitlement to housing allowance. If nationality or residence status is part of the question, the foreign-renter legal framework keeps residence, registration and provider approval separate.

Keep the BSN private. A landlord does not automatically need it to understand your application. If a copy of an identity document is requested, cover the BSN when the recipient has no explained need for it.

## Common problem patterns

**The landlord says “no BSN, no application.”** Ask whether this is a written selection criterion and which alternative evidence is accepted. A landlord may select by relevant criteria, while the municipality still controls registration.

**The advert promises registration without an address check.** Ask the municipality what can be registered and what the contract describes.

**The landlord offers a paid registration address.** Pause and verify the arrangement with the municipality. Do not pay for a false address or use an address where you will not live.

**The RNI appointment is far away.** Check other listed RNI desks and current appointment rules. Keep evidence of the process you are following.

**The stay becomes longer than planned.** Recalculate the four-month threshold and contact the municipality before the deadline that applies to your new situation.

### Is a BSN required to rent a home?

There is no single answer for every landlord and tenancy. Some applications can begin before the number exists. Screening, contract terms and municipal registration still need to be handled separately.
